This is because you are in an area that has hard water. A water filter will reduce the amount of calcium in your water so that you get less brown scummy stuff when you brew tea. It also takes out a lot of the other impurities such as nitrates from fertilisers that end up in water sources.

Ignore the rest of the answers its BECAUSE your not using a teapot, your just dumping tea bag in mug and brewing it wrong...right here we go.
1 Go buy a china teapot
2 boil water
3 pour a little boiling water into tea pot swill round and empty
4 place tea bags in pot & cover with boiling water
5 allow to steep for a few mins
6 pour into mug or cup
voila tea without the floaty bits
happy tea drinking

Yuk, how the hell do you make a cup of tea that has floating brown bits in it - maybe try washing the cup before making a fresh one :-)

little cup sized things called tea strainers..u put it on top of the cup before u pore the tea out
or u could just use tea bags...tea in bags :P so no floating brown bits

This is dependent on two things, firstly the quality of the tap water that is being used and secondly, by not over brewing the tea (known as stewing). Hope this helps.

If it's a tea bag you're using, take it out sooner, don't leave it to stew, I think the brown scum is when the tannins start coming out when left in the water too long.

Sounds like they are tiny bits of tea leaves. If you put milk in your tea it could be combining with ome flavor in the tea.
