It's a widely used term referring to unexplained illnesses occurring in Gulf War veterans

Problems include headache and memory loss, fatigue, sleep disorders, and intestinal and respiratory ailments. These have come to be known as the symptoms of Gulf War Syndrome.

The Pentagon has established two treatment centers, one at Walter Reed Army Medical Center in Washington, the other at the U.S. Air Force Medical Center and Brooke Army Medical Center in San Antonio, Texas, to concentrate on the undiagnosed problems associated with Gulf War Syndrome.

it's a modern way of saying Shell Shock (WW1),Battle Fatigue (WW2) or Post Traumatic Stress Disorder (I believe his was Vietnam)... It seems to have a new name for each conflict that arises.

I believe that if you're in a war and see the atrocities that occur and take part in them that it will affect you psychologically deeply.
