So you would feel like you had a lovely calm atmosphere in the room that was decorated blue! I always think this is based more on light blue rather than navy. I would say Navy is deep, nuturing and relaxed, which is also great!

truth- or the sky or the ocean depends on the tone ,powder blue is the symbol of childhood for a boy or you can use a deep color blue above and below a center border or chair rail and a softer blue or white above or below the rail or border or make a deeper blue wall where the wall is longer and then softer blue around the rest of the room or stripe the top of the room with a taped line of blue then a differant one underneath it

Blue is generally calming, cozy, but you have to remember that it's a cool color so be careful how you use it; blue in a bedroom? no way it'll always seem to be cooler than it really is.....
