remove the tiles, which may mean you might have to plaster again to put new wallpaper on as the plaster might not be even after removing the tiles.
wallpaper paste dosen't stick on slippery surfaces.

You need a solid substructure for the tile. That means if you remove the wallpaper and tear some of the sheet rock paper, that won't work. You could use DuraRock board and put that over the walls. That is kinda a pain, but it can be done. If you don't remove the wallpaper, it will probably peel under the adhesive and not give you a good bond either. This probably really didn't answer your question, but does give you something to think about.

depends do you own or are you renting?
If you own and like your house and would like to resell it, take down the tiles. It would be nearly impossible to get the wallpaper adhesive to stick to tiles. Tiles most often are more attractive than wallpaper, most home buyers will stay away from wallpapered homes due to the amount of work it takes to remove the paper. If you can stick with the tiles, unless they are just awful, and in that case the investment to replace the tiles instead of putting up wallpaper will pay back ten-fold in the long run.

wallpaper over tiles would be a very bad look - either remove the tiles or get some tile paint and paint them whatever colour you want

personally I would remove the tiles, it would be dificult and wouldnt look nice when finshed, the tiles would show through. You may have to skim or fill in the wall after the removal if the tiles are secured tightly.
