Hmm, well... a lot of artists have died from inhaling the fumes of wet oil paints over the years. That's why a lot of artists who use oils develop liver cancer and other kinds of cancers over the years, because oil paint is very toxic and requires a room with adequate ventilation. Not to mention the turpentine.
But dry paint--especially paint on walls of old buildings--has done some damage too. Many children and animals have consumed paint chips that have flaked off of those walls, and that paint then contained lead, so many children died of lead poisoning.
So, in my opinion, both wet and dry have done their share of damages.

I'd say dry paint because most bombs' and bullets' paint has had a chance to dry.
But then again, the paint aisle at Nobody-is-at-Home Depot is mighty precarious with it's 50' high paint racks.
