Just leave it. Eventually someone will get sick of it and pick it up for you. They might be huffy about it, but think of all that time and energy you can devote to something else.

think how much more disgusting your area or the US would be if everyone let it 'blow away' - that is why we have garbage dumps, so it is all in one spot.
