Adobe Acrobat Professional (not Adobe Reader) does it the best. But you will have to pay for it. If you dont have Acrobat professional, there are tools available like the one listed in the link below:

on adobe reader
click on edit
scroll down to preferences
click on general category
click the little box that says:
enable text selection by the hand tool
click ok
then go back to your work
copy and paste to word
