The Spanish airline - Iberia may be able to fly you to the region, but you would have to transfer, probably in Miami.
Barbados is near, so you may be able to get a flight there, and get a boat across?

Well there aren't any direct flights from the Canary Islands/mainland Spain to Dominica but if you take Air France to Martinique or Guadeloupe you can take the ferry to Dominica. Or British Airways to Antigua, Barbados, or Trinidad and take one of the regional airlines (LIAT, Caribbean Star, Caribbean Sun) to Dominica.

You would need to fly. Not sure if there are direct flight though. You may have to fly to another country, to connect up with a flight to dominica.
