Anywhere south of Cancun. The further south you go, the more remote it gets, to whatever suits your level of fun. All-inclusives all the way to crazy dirt-road-only-five-bungalo type resorts.

belize, the florida keys and the philipines are all good answers.
also might consider one of the following; west coast of Africa, Australia, New Zeland, Singapore or Tahiti. I am sure there are a lot more places in the world. though "the best" place probably is a well kept secret. hope this helps. oh and a friend of mine who is a scuba diva had told me he went to Cozumel and it was fantastic..
