2. Join the party that is in power in your Council
3. Attend all party meetings
4. Brown-nose all important people in the party
5. Wait for a Council vacancy to come up
6. Brown-nose your way into getting nominated to stand
7. Win the election
8. Sit back and enjoy the enormous expenses cheque you will receive each month
