Most banks do, but I know for a fact that Citibank and Astoria do.

You can get or cash travelers cheques at any bank in the USA. New York or otherwise. Including those little banks set up in some grocery stores.

Most banks do, make sure they do not charge you any extra fee for getting travelers cheques, if there is a fee go to another bank, usually you own bank gives them to you for no charge. Happy Traveling!

For American Express or any other major, well-known brand, almost any bank should do. Thomas Cook should be okay anywhere in Manhattan, but I'm not sure about outside of it. If it's an obscure outfit, you may have problems.
