uhh, no ... once they cut the foreskin, that's it.. it doesn't grow back. The only way you'd have to have it done twice is if they REALLY messed something up the first time.

Yes, grown men have had to have more then one circumcision, baby boys too. They may miss some of the foreskin, OR something could be wrong with your urethra i.e. the placement of it. Which is a bit different in what has to be done.
I don't know enough of your problem to state much more then that.
