I read US history on how the US Honorable General Custard detailed his men to kill old and injured Indian men, as well as all Indian Women and Childeren when they found them. I read how his men commonly practiced mutliating the bodies living or dead to remove the skin of female mammanary glands and male scotums to be tanned and used for tobacco pounches, so why do they call pre-emptive strike a new policy the army has when they have been using these cowardly practices since then?

First off, a preemptive strike does not require the brutality that Custer used, so don't lump the two 'tactics' together.
Secondly, where are you getting the information that the U.S. Army is referring to preemptive strikes as a 'new policy'? Where's your source?

If you did read any US History, how was it that you were unable to remember how to spell General George A. Custer's name?
If you read that the only atrocities in this conflict were committed by General Custer and his 7th Calvary, and were never committed by the Native American Indians, please share that source with us. Lastly, please tell us who it is that is calling a "pre-emptive strike a new policy" too. We'd all like to know.

you may be referring to sand creek. slaughter of a tribe living under the US flag and treaty. the US army committed many atrocities and the US government broke every treaty signed with the tribes. custer had no last stand,he and his troops were retreating after misunderestimating the opposition.

Custer killed Indian children so they would not grow up and hunt him down to avenge the deaths of their fathers. Custer got this idea from watching Robert DeNiro in "The Godfather II"
