Maybe he has a crush on you too. Try to talk to him, smile say hello, something. How close do you get to him?
Is it at work or school.
He might be asking the question to himself, why doesnt she speak to me?

never be afraid to speak to anyone, maybe if you would just be your self and when your around him think of him as just a passerby say hello, or what's up and maybe he will start the conversation and then you may feel more confortable talking to him. I would not let on that you have a crush on him it could scare him away just start with light conversation and then see where it goes.

Guys LOVE girls with guts, I think you should go talk to him, and maybe even ask him out. There is nothing better to a guy than that. You would make his day and yours at the same time.
