Is it due to nerves?

The fur around your cat are very sensitive to touch, not only on the back but everywhere else. The reason why you see the back twitches is because that's where the the skin gets pulled by the muscles contracting underneath. This contraction is similar to the kind of tensing up that we humans do especially when someone touches softly the back of your neck or when someone blows into your ears. It is an involuntary reflex.

My cat does that too and she or he has under no circumstances had fleas. You might be simply tickling her whilst you puppy her. The twitching does not appear to damage my cat she simply needs to be petted like several consistent cat.

They do it because it feels good.
They do that for the same reason that they raise up their butts if you pet them near the base of their tails.

Yes, cats are hypersensitive creatures and the hair/skin on their backs is especially so. Also, I believe it has something do with mating, so be careful!

It feels good. I guess it's the equivalent of someone touching you in a sensitive spot and you quiver.
