The cheapest decent apartment (which has fees every month 60 quid) is about 12 to 15 million yen these places are about 75M2.The place I live in would not. I could probably convert or rent out a floor .It is near amain line and 4mins from the Station .

As far as I know, the rent of 70m2 flat is around JPY 200,000- in Tokyo citycentre area. If you want to rent a house of 150m2, it takes about JPY 300,000- or more.
You can buy the house in a couple of months if you pay 27 milion for the rent.
