It sounds like very dry skin. Try Cetaphil. You can get it at any grocery or drug store. And it's inexpensive. It's a cream. They also make a very mild, non-drying cleanser.

During winter your skin gets more sensitive and tends to get dry. The same thing happens after a bath. You need to use some good body lotion after the bath to regain moisture. Best thing is to not dry yourself totally before putting the lotion/cream on since it will penetrate the skin faster and better when its a bit wet (not soaking wet - just a bit damp).
Those creams that have fatty substances will 'lock' your skin and protect it from the cold environment. But they won't cure the dryness that's all ready there. So specially when you use those sorts of creams you need to remember to apply a bit of water on the patch of skin on beforehand.
Use a neutral body lotion without any perfume or other substances that might make you more dry or even develop an allergy.
If this doesn't work you should see a dermatologist and get some prescribed skin-cream that will work.

During cold season, the skin tends to become very dry. The white patches that you see over the skin of your body are due to lack of moisture content in skin. So, after you bathe, dry out your skin, and then apply a moisturising cream or body milk on your arms, shoulders, legs, thighs, and especially your palms, fingers and feet. These are normally the parts where one's skin tends to dry the most.
For the face, do not use the same lotion that you apply for the body. Wash face with a facewash and not using soap, and after that, apply a moisturising face cream (meant for the face), and also over your lips.
The effect is better if you apply the lotion/milk right after you take a shower.

Part of the solution remain in your question itself.
During cold season, if we apply soap, it removes the oil secreted by our skin, unfortunately the skin stops secreting oil due to low outside temperature.
So, try the following...
*Avoid using too much of soap during bath. If possible use soaps containing more fatty acids it like pears soap.
* After bath, apply sufficient amount of petroleum gel or any other cold creams like Nivea and rub it nicely until the skin completely absorbs it. Then put your cloths.
* For face, do the same. Incase the climate is very cold and u need to walk down the street, apply a bit more of the cream on your face and go. After reaching the destination, wipe out the excess cream from the face.
* Use adequate warm cloths to cover your body and head which will keep your body warm and encourages the skin oil secretion and tones the body.

The first and easiest to deal with is pityriasis versicolor, which is due to a sort of fungal infection of the skin. It is otherwise quite harmless, and usually causes no other symptoms. It can cause fawn coloured patches on a pale skin or pale patches against a dark skin...............The other cause of this is called vitiligo. This is a condition of unknown cause, but is probably an autoimmune condition. The pigment cells in the skin are absent, and so even pale skin shows white patches, and this is much more noticeable in dark skin.................. Consult a doctor.

this is because of the dryness of your skin .you should apply moisturising cream after bath or you can apply coconut oil in your skin.
