Partially serious answer: because he's not real. Slightly more serious answer: because he was originally conceived in book form and a beard or otherwise wasn't mentioned either way. By the time he was being drawn (comics etc.) the ideal of the time required that heroes were usually clean-shaven, so Tarzan was depicted beardless.
