First find a location. Anyone will tell you that without a good location , you will fail miserably.
Be unique , everyone has burger and fries. Have something on the menu that is unique to your area , that will draw in the people and boost beer sales which in a pub/restaraunt is what the real money is going to come from. Meals have the smaller markup in this setting.
Advertise and create hype.
Once people start to visit then word of mouth kicks in.

Depends upon what market you are aiming at. Do you want to go upmarket, or downmarket, or stay with the same general clientele, but get them to come more often, and bring more friends? Does the pub already have a theme, or a history? What does the restaurant specialise in?
I would certainly see the restaurant as a major part of the marketing. If people know that they can get a really good meal (preferably without having to book), and at a reasonable price, they'll come back, and bring their friends, and arrange functions there.
Service is also important: for example, if I were to rock up hungry at a time other than a meal time, I'd like to be able to get a decent feed of some sort. I don't want to be told, "Therestaurant'sclosed,andallthesandwicheshavegone.There'schipsorbeernuts." So, you need to be able to feed people out of hours, you need to have a public telephone. You need ample, clean lavatories, with enough toilet paper, and hand towels (and don't just have driers, I hate those electric hand driers), and a contraceptive vending machine.
When I go to a pub, I want to have a drink, and to be allowed to smoke cigarettes, and to be able to chat with my friends. I don't want notices all over the place giving me "hotlines" to ring about the drinking and gambling problems I don't have, forbidding smoking, and telling me that the cops will be out there picking up drink drivers. (I know they are, and I've already factored in a taxi fare for my evening's entertainment.) I have met such an establishment, and I find it very hostile, and not the sort of place where I want to go to relax.
I know I'm in a bit of a minority, but I don't like too much noise, it makes the chatting with friends mentioned above too difficult.
I do enjoy a game of pool. Again, I'm in a bit of a minority, and I don't like the pokies. (Poker machines.)
So, marketing ideas Theme nights, e.g. a Mexican night, the restaurant offers Mexican food, there's a band playing Mexican music (or perhaps Tex-Mex), and patrons are encouraged to put on their sombreros before they come.
Pub games teams, e.g. pool, darts, bridge. A karaoke competition, or trivial pursuit nights.
Boutique beers, which are the up and coming thing. Maybe you could have a boutique beer tasting night.
To let the public know what's available at your establishment, I'd begin with * a good entry in the yellow pages, including directions as to how to get to your pub, * notices outside the pub, e.g. a blackboard or similar, * adverts in the local paper, * you might want to consider adverts on a local radio station. I wouldn't, at this stage, go for advertising on television. Do you want to attract tourists? If you do, then you need to get in touch with your local tourism authority, and try to get included in their lists of restaurants, and places to go.

First you need to let ppl know you exist! Have an add in the phone book for starters, even include coupons. Make flyer's, advertise your specialties, your specials, and include a discount coupon. ( like order one adult entree, get a second entree of equal or lesser value 10% off.) Make sure you have OUTSTANDING service. Nothing advertises better than word of mouth! I always say, a happy customer will tell about 6 ppl, an unhappy customer will tell EVERYONE!! Use the local newspaper, to run adds, or have them insert one of your flyer's. Make the flyer's yourself, this will also cut costs. Hope this was some help. I could go on forever about marketing, but this should get you started. Good luck!!
