Yes. The Word of God says that "all have sinned and fall short of the glory of God". That is UNTIL one comes to the age of accountability and knows right from wrong.

Under the Almighty's rules, most everything was legal but what was not legal you could not get permission for. (like bearing false witness--a lie) Under man's rules most everything is ILLEGAL like driving, and you need to get a license from the state to have permission to do things that would be illegal. The Almighty does not give licenses. If it is illegal, it is illegal.
