The seller ads state that the car is as-is bad -engine blown rings??????? reccomend a longblock complete overhaul??????? what does all this mean?

Well if the body and interior are in great condition that car should be worth around $1500-2500 depending on the area.

Longblock means the entire engine. Reason is if you do the rings the compression will go back up and then you might have problems with bearings or in the head.

Guessing that this car has a slant 6 (straight 6 cyclinder leaning to one side) it should not be all that exspensive to rebuild.
Pull the engine, drain it and clean it good. Drop it off at a machine shop that does engines. Should be around $500-900 to rebuild depending on the shop and the amount of work.
Or you could shop around on the internet for a rebuilt or used engine.

As a former owner of a 1967 and 1968 Dodge Dart, I'd say go for it if the body & interior are decent.

If it's a slant six engine, the 225 was the better of the two offered. It's relatively easy & cheap to work on, and can run forever. You might very easily spend another $1000 on the engine to overhaul it (not at a dealer), but if the transmission is decent, you can get 100,000 miles of cheap transportation out of it. Even if you have below average mechanical skills, cars of this age are easy for almost anyone to work on.

The Chrysler products of that time had a unibody construction, so they were pretty solid and held up better or at worse, as good as anything of a comparable size in an accident.

If it is a V-8 car and not a rust bucket that is a great deal on that year of Dart 318/360 are pretty easy to find. A warning though you cannot just change a 6 cyll for a V-8 the engine mounts are different and require quite a lot of work to adapt.

well it means the piston rings are shot so the engine don't run. but it depends on what thee body is like and th trans. is like whether it is a good deal or not some engines are cheaper then others then you need to price around for instillation costs of the engine it might be the deal of a life time of it might be a money pit
