At present Taipei 101, Taipei, Taiwan 2004 with 101 stories is the worlds tallest building...........but this woun't be for long as the construction of what will be the world's tallest building is set to begin in Dubai, United Arab Emirates. The Burj Dubai tower will stand 800 metres tall - just 5 metres shy of half a mile - once completed in 2008. That will be nearly 300 metres taller than the tallest floored building in the world today, the Taipei Tower in Taiwan.

At one time, the biggest building was the Pentagon (by square footage).
The tallest is up for competition. Apparently, someone is attempting to top Malaysia's towers in the city of Dubai.

Biggest building can imply a lot of things, I listed them according to many categories.
Tallest building is : Taipei 101
By space (useable volume, in m³):
Boeing - claims that its Everett Plant near Seattle, Washington, United States, is the largest building in the world by volume at 13.3 million m³ (470 million ft³), having grown from the original 5.64 million m³ (200 million ft³).
By footprint (m²):
The chiefly one-storey Aalsmeer Flower Auction, the Netherlands, with its 990,000 m² of floor space is probably the world's largest building in terms of both footprint and floor area.
By mass (in tons):
The heaviest building in the world is the Palace of the Parliament in Romania made of 1,000,000 m³ of marble from Transylvania and 700,000 metric tons of steel and bronze.

I think it must be an oil rig of some sort in the sea.
I mean some pretty deep rigs must have been built.
see my link below to see how deep the sea can get.
Also is the multinational space station a building and is it big.
