Truthfulness is the result of culture. Honesty and integrity are cultivated behaviours. I am afraid the Indians are slowly losing this trait.

How can we make the people speech true words?

This question is very general in nature.The context is very important.
A man being true to his words is an ideal situation.If you mean in life people must speak truth,the ideal person to follow is Mahathma Gandhi,the Father of our Nation.
You can learn yourself his books and educate others by quoting Gandhiji whenever you come across dishonest incidents.May be a few will laugh at you first.Then' that is what even Ganhiji faced in the initial stage.Eventually you will succeed in conveying the true message.

Normally I speak true words. People speak untrue words due to greed, fear, selfishness etc. If 1 is satisfied, he has no reason to speak false. We should allow free / fair atmosphere so that people speak true words. 1st of all, we would speak true words and only then we can expect others speak true words.
