In most states to be a skipper you must have taken a boating safety course. For your business, it depends on where in the Carribean. You need to ask the governing office there what is required. It may be just to own the business you need no trainig. I would want to be able to handle all the boats in my fleet though. There are Coast Guard courses on boat handling. and prevate ones. A captains license is not required if you are only renting the boats. You may want to hire some captains to go out with people who have no experience. There are instances whre the charterer has to go after the boats. Be familiar with them first.Good luck.
