He lives on military installation in small community.One of few places social events take place.Although he is in relationship he has not stopped harassing me with slander and made up stories.To the point where it is affecting my social life

Talk to him first and ask him to stop with the stories and lies but make sure you have a witness there to hear and see because he sounds like an a'hole and could use that against you as well. When he doesn't listen to you you can go to his CO and report him or threaten court action for slander, but make sure you have proof that it's him. Get some of the people that he's been talking BS to to write down what he's been saying and have it witnessed as well. If his CO doesn't stop him I suggest taking him to court and sue for slander and harassment. Good luck.

Make an appointment with the unit's legal officer and see what can be done. If that doesn't work, make an appointment to see the Commanding Officer. I was in for 10 yrs, and I've seen a lot of these situations. I'm sure your CO can straighten him out.

Tell him to stop, contact the legal office/JAG/then his CO and if all else fails take him to civil court.
But document every thing every step of the way.Have witnesses as possible.
