The answer is the British SAS and the SBS. Its simple because the name "special forces" means a group of soldiers capable of fighting any enemy in any enviroment at any time. The Americasn who go on here answering questions like these always say it depends what there doing when it doesnt. The SAS and SBS are capable of any form of combat, from Counter Terrorism ( Iranian Embassy Siege 1980 ), Unarmed restoring of the peace ( peterhead high security prison 1987 ) Espinage, Airborne assualts, Conventional warfare, Gorrilla Warfare, withholding information inder extreme torture, use of all and any weaponary available ( guns, tree branches, a fork if need be ), explosives, operation of veichles ( including quick repairs and service in order to use them, these include planes, helicopters and land veichles ) working in a group or on their own, fighting small to large groups of enemys and fighting behind enemy lines.
Theres also more but if a soldier doesnt do that hes not Special Forces and thats why the SAS/SBS are the best. There are around 50 special forces units on earth largely based on the SAS also including the US Delta Force, Isreal SF and German SF.
The SAS also do not take orders from regular army and can go against any army general unless he is an SAS soldier or has been previously.
They also do all this in silence and are often undetected until the damage is done. Very effective.

Every type of Special Forces has a certain type of duty and they will be better at that than the other. If you want to blow shi* up over night, hunt terrorists, or capture you go with the SEALs of DEVGRU (the elite of the SEALs). If you want to capture and hold you go with Army Rangers. If you want a mix of both, you go with Army Special Forces, Marine Force Recon, British SAS, or Israeli Sayeret Matkal. Overall, I would go with Delta Force. They are the best of the best with the highest attrition rate in the world. Most are hand picked from the most recognizable of the American Special Forces and then given equipment that no ones ever seen before. It's hard to say though because you never hear anything about them, the government doesn't even acknowledge their existence. SEALs of DEVGRU would be a close second. Thing is though, a normal human being can only utilize so much training. You can be the best trained in the world but depending on how well you put that to use determines how good one really is. Ultimately, the groups who have taken their best soldiers and whom are tried and true, and have shown they are better than the rest, then put with others who are like them and STILL have a high attrition rate.... that's going to make a great Special Forces group. Which is exactly what Delta and SEALs of DEVGRU are.

Well I know that among the best special forces are French Légion Etrangere - The French Foreign Legion.
There are also British Special Air Forces - SAS. Israel has a good one. SEALs would also belong here.
I think every major world's military force has very good special forces but these are more known than others since there a lot of movies about them. And Tom Clancy was a member of SAS too, if I remember correctly. And John Wiseman is also known, he wrote SAS survival guide.

Either the NSA'S Production Organization -ALLO, also known as 'G' Group; or Delta Force. That's why they call the NSA: "Never Say Anything's".
Delta is comprised of hand selected members from all the top U.S. Special Forces elite tactical teams; they not only have the best weapons, toys and insertion methods, they also have a Presidential pardon for any thing they do while a member of the unit.Try and beat that for dirty deeds, done dirt cheap!

Without question, Delta Force (US). They are equipped with ultra-modern weapondry that the public doesn't even know exists.
The Israeli special forces slipped a bit in its war with Hezbollah, but they were holding back on some tactics because of the UN resolution.
Third would be North Korea. They are fanatical, well-supplied with arms, and with the blessing of a meglomanic as "Dear Leader", Kim Jong Il.

Elite unit with the best trained soldiers used to be the South African reconnoisance unit when they still existed in the 1980's (mostly operational in Angola). Nowadays I would say the British SAS regiment. They have always been up there among the best.

Well, every country has one (or more) elite SpecForces. And everyone says their one is the best ;)
US Delta are definitely among the best. And most likely to have the most recent high-tech goodies.
Russian Spetsnaz are dangerous as well, but I'm afraid their training standards nor equipment aren't as good.
British SAS (and less-known SBS, their seaborne counterpart) are the one I'd personally bet my money on, although Australian SAS is very close. SAS seems to rely more on personal quality and training of their troops than on high-tech equipment, and I have deep respect for that.
However, there is a lot of less-known SpecForces in the world. They are usually smaller, not necessary as well equipped, but still very sharp. You've probably heard about German GSG-9, but what about KSK (Kommando SpezialKrafte, German SpecForces Command) or Polish GROM (whom both Delta and SAS consider to have similar professionalism level to their own).
And since SpecForces are similar to Intelligence, it's not unlikely that the best one is so secret and so good that we've never heard about it...

Hands down United States Air Force special forces. The PJ's, Pararescue go though army airborne training, SEAL training, ranger training and are paramedic certified. Their training is over two years long and their main job is to save others. Second to that I would Say AF CRO's. combat rescue officer. You have to drown and be revived in order to pass the training, along with similar training as the PJ's, who can beat that?
