i want to go to the auction in canada to buy the cars, i cant get in to the auction, because i do not have a license, i am not selling those cars in canada, i am exportig them out of canada, i have no dealer license, and i cant get one because i have to have a location in order to applay for the license, is there any exeptions for the exporters?

Not all auto auctions are restricted to dealers. The requirement to be a dealer is up to the auction house.

As a practical matter you will probably need other licenses such as a business license and possibly an export license and / or an auto wholesaler's license. As an exporter you'll need a location to stage vehicles for shipment anyway so use that location for your licenses.

That's going to depend on the laws in your destination country. What do they require in order to title a car? Do you need to have the title from Canada? Do you need a dealer license in your destination country in order sell large numbers of cars or even to sell at all? Does it matter which part of the Canadian title is filled out, whether it is marked as being sold to a dealer? Without knowing what country you're shipping the cars to, it's probably impossible to answer these questions, so it is impossible to answer your question.

Also, if the auction requires you to have a dealer's license, you'd better get a dealer's license.
