These builders are breaking the law... you can report them to your local council, as building work has to go via them + no work or machinery is permitted to be used before 8am.

It is not a criminal offence not to wear protective items. The sign is there to protect the company from liability in the event of claims being made against them either by employees or members of the public. It is a health and safety issue. If any of the workmen were injured during the course of their work any claim for compensation they may make would be reduced by the court under what is known as 'contributory negligence'. So if a workman received a head injury and was not wearing a hard hat at the time, any compensation would be reduced!
Do not worry. The sign is there for the safety of those workmen and the public. If they chose to ignore it - be it on their own heads!

I think they should be reported if you are uncomfortable with this.
There should be a building contractors sign attached to the building site fence with a number on it - maybe just contact the company and grass them up to the boss

No they are breaking EU regs..but unless they have deliberately chosen not to wear the correct gear (as opposed to the contractor not supplying the correct gear) their choice to not wear it is their choice..they only have themselves to blame if something happens...otherwise they can sue if they hurt themsleves...but the foreman should be enforcing the regulations.

its up to them, but if they have an accident they ain't insured and they will be the ones regretting it when they got to take time off work to recover from the injury's sustained. be a right swine and phone the HaS inspector ( number in yellow pages) you,ll be doing them a HUGE favour really.
