I think it means that people are liquidating their assets..ie cashing in their stocks

Not an expression often used in Britain. "Blowing a fuse" means getting very angry, so possibly 'come off' in that context means 'get things wrong'. The whole phrase possibly asks what areas of work etc make him upset.

'distribution of the assets'. I'm assuming they are talking about futures contracts which are being settled because people are worried about losing more money because it's a bear market. Basically, everyone is selling which creates more selling.
