e.g. If it says "20 miles to Taunton", what point is it they measure to, the town boundry, somewhere in the centre, etc.

Ah I know some say the centre - but what is the centre? What defines the centre of the town, is the Post office, town hall, and now central post offices have shut, when new signage is made, - where is the centre?

I would imagine it's the town centre. For example, distances to London are measured from what is deemed to be the central point, currently (but not historically) Charing Cross Station.

It used to be the central General Post Office.

Now that many such post offices have closed, I don't know but I suppose that the distance is the same.

This is a very backward country, the schools have only taught metric since the 1960s but we still use imperial.

The distance refers to the chief (or Crown) post office that most towns and cities still have. Although the location of CPOs have changed the historical point is still the site at which the CPO was located.

The distance is from the signpost to the centre of the village/town and usually calculated to the nearest mile.
