Should I contact my credit card company first or dispute through PayPal first? Does this order matter at all?

Contact the company first and try to resolve this. If they do not respond contact Pay Pal and fill out a complaint form. They are very good at guiding you through the process. If they find the situation as you say, they will refund your account.

If you dispute through paypal they can track the payment and can automatically take money from the other account provided the other party cannot prove that the item was shipped. ( i.e. tracking number ) you can make a claim and paypal reserves the right to be the judge jury etc so if they don;t believe you have a leg to stand on they won't this also allows for communication with the seller in case ti was all just an honest mistake.

Contact the seller and ask them to please ship the item. Give them a chance. If this doesn't work, file a dispute in your resolution center in your PayPal account. You must do this within 45 days of the time you have paid. PayPal open a conversation between the seller and you. If you choose, you can upgrade it to a claim. There is a demo of this whole process on the PayPal website.

I've been ripped off twice (with a debit card though) by ebay sellers on paypal. I went through paypal and got all 225 bucks back the first time, and 150 out of 176 the second time.

You have 30 days to file a claim with PayPal.

You state you "just payed" how long ago was it? Have you directly contacted the seller yet? Call or email them first and find out what is going on.

kidding, within 45 days you have to report to paypal, you can file this complain thing, I don't remember what, look it up at paypal, and you'll get your money back, if you provid all the facts and such

contact paypal they will freeze the funds at the other end and sort it out, if that fails contact the bank
