if the point of our troops being in Iraq is to train their military then why are we sending more of our people over there to die? why aren't we making them provide people to patrole their streets and do the countless duties of the military?

Yes.

You're correct in that the top mission of our troops is to train their military to protect their own country. The training is going far too slow however and the typical Iraqi recruit is slow to learn and expects the US soldier to do everything...in other words many of the Iraqi soldiers join to have an income...no not all. Their are many that want to be soldiers (a dangerous job even when they drive home).

What you are missing is that we can't make them (I assume you mean the Iraqi government and not the US military) provide people to join the Iraqi army or police force. How would that work out do you think? Besides, we are there in an attempt to demonstrate democracy and forcing people to join the military.....?

Now a draft might be a good idea but they just don't have the capability to even find a lot of their own people.
Heck, I think it would be great i the Iraqi's would stepup and protect their own country.

now you tell me how we can keep a check on
7,000,000 people just only in the capital

They should do it themselves. Two things, we have refused to arm the Iraqi forces. Those that do have arms and are sent out are involved is sectarian killings. China is poised to basically take control of the planet and we are mired down where we had no business in the first place.

They are just now being forced to do that... obviously the training was not proceeding fast enough for the decider? the extra soldiers are fought-er... designed to make him look good!
