Ok, here is a long shot, puppies can jump and nibble so they may make things worse, see if you can find a therapy dog in the area. There maybe a training school or something. This will be a well behaved dog, since they bring them into hospitals and nursing homes.
Contact these people and see if they could arrange a gradual introduction to the dog. Watch from a distance, maybe even go with the people as the dog makes it's rounds in a hospital or nursing home. She can see how gentle the dog is. Maybe then she can start giving the dog commands without going near it. This will build up confidence in the training of the dog.
Maybe then she can start holding the leash, controlling the dog from a distance, then let her bring it in closer as she gets more relaxed.
I had a male dobie and a friend who had 2 boys, deathly scared of dogs for a long time. One day they came over and I was working with him on the leash, he listened very well. I asked them if they wanted to try and they did down, heel, come the goofy dog did nothing. Finally one of them said Sit. The dog walked over to the couch, and sat down, with his butt on the couch, feet on the floor, right next to them. They could not stop laughing and became friends.

Ok, I work in the veterinary field and actually see a lot of this very thing.I tell people to find a trained therapy dog, like the ones that are taken to hospitals and nursing homes.Those are usually very submissive and well-trained animals that can sense when fear is involved and won't panic and react.Also, talk to a child psychologist and get some real ideas about how to fix this.Dogs will be everywhere and they need to get over this.Now is always much better than later in these cases.Good luck!!

u cant force ur child 2 like dog but mayb watching movies like Lassie might help her 2 realise tht dogs aint that bad

How would you feel if you had been attacked by a dog as a two-year-old?! I believe in overcoming unhealthy fears when necessary, but this is just not at all a 'need' on your part, but a 'want.' For goodness sake, start thinking more of what that poor traumatized child has been through and focus more on empathy and support of HER than your longing for a dog's love.

baby steps.
read stories where a dog is good, post cartoon pictures of dogs around the house.
a month or so later, watch lassie every so often.
after a few months, get her stuffed dogs.
then get a teacup chihuahua. A very un-threatening dog.
a year or two later, she should be ready for the big step of getting a puppy.
