There are no ways that you can do it without hurting him.
Using nice words is the best that you can do.
Do not say anything STUPID like "I just like you as a friend." or "We can still be friends." Men hate that more than anything else in the world. Just tell him that you don't want a relationship with anyone.

Be honest with him. Tell him that you just see him as a friend and you just don't feel the same. Tell him he is a nice guy and bring his self-esteem up and say that there will be someone else who likes him for who he is. (Kinda even out the "rejection.") You just don't feel the same way.

Be direct and quick about it, and as soon as possible. Just tell him that you would rather not commit yourself to a relationship with any one. If he asks "Why?" Just tell him that you aren't ready and leave it at that. If he continues, tell him it's not your intention to get personal with him, and you don't want to hurt his feelings, but it's your decision and that you're going to stick with it.

If you want to be nice you have to lie. You can tell him you're dating someone else.
