Am a resident of Dadar (E), Dadasaheb Phalke Rd. There is a lot of hawker nuisance on this stretch of road with traffice making matters worse there is no place for pedestrians to walk at all. Right from BMC officials to Bhoiwada police stn all r hand in glove , they take bribes frm these hawkers nd no amt of complains cn stop this menace. Also the foot-over-bridge which connects Dadar (E) to Dadar (W) is full of hawkers on both sides of it nd when u lodge a complaint wid the railway police they say the bridge comes under BMC nd the BMC says it comes under the Rly police. But both the BMC & the Rly office take bribes frm them. Even the new big bridge is also infested wid hawkers nd the rly police staff just turn a blind eye to all this as they get regular haftas. A day or two the hawkers r not there bt then again they come back. Wud suggest the officials shd just confiscate their goods nd auction it off nd not fine them nd give them back their goods. Pls help me in stopping this menace.

As per my view Don't Waste your Time, Money, Physical and Mental Effort in Making Complaints against Hawkers.

Instead -

1. Start from your side. Make Sure that You and your household members won't purchase anything from Hawkers those are creating Trouble by occupying space at busy street, creating traffic jam, difficulty to pedestrians, and parking of middleman's vehicles (Two-wheelers). No parking boards and Towing Van's are kept by RTO just to harassment of Normal public but what about Hawkers who are occupying the same space freely? Can we complaint? No.

2. You and we can start educating our friends and relatives to avoid purchasing from Such Hawkers.

3. These Hawkers can only survive and do business till there are buyers from our community.

4. Avoiding purchase from Hawkers is the Easy way than Making Complaints, Court Cases, wasting our valuable time, money and physical - mental efforts.

Hawking is not new to this world. It is certainly inconvenient to certain sections. But it becomes a menace if it crosses the limit of inconvenience.

As one of our answers say that they too have the right to live. Agreed that they have a right to live but not at the cost of sufferance of thousands of other people. After all we claim to live in a civilised society. We should strive for disciplined and planned development lest we would be no different from our ancestors.

There is a positive side to this issue. We need to look at the livelihood aspect of these scores of hawkers. Therefore hawking can be allowed in a no-vehicle zone where we can only walk. We do have some streets like that. Since hawking is a part time(2 to 3 hour) business for many of them, we can have restricted hours of hawking. After all we have to admit that we cannot do without them. We find them a menace when they are existing but I can tell you that we would surely miss them when they are shifted or thrown out.

The negative side surely there are plenty of them. Imagine rushing to an airport or railway station or bus station, we almost miss our catch. Most importantly rushing to an Hospital in the case of emergency we could loose our dear ones due to this inconvenience. This apart the traffic snarls cause tremendous amount of agony and tension resulting drastic change in our attitude.

As far as the solution goes you need to put all your complaints in writing to the concerned authorities. Send written complaints, preferably signed by a section or group of people, to all the authorities whosoever you think is concerned. Sent these representations through Regd. Post. Then make representations to any Non Governmental Organisations who claim to work for the betterment of the society and who can vent your grievance on your behalf.

All this wont work as you said but this record would be helpful for the purpose of evidence before the Court. Now you can send a written submission in the form of Public Interest Litigation to the Hon'ble Chief Justice of the High Court. Enclose all these papers and detail out your grievance. Submit that inspite of repeated persuasions no authority cared for the nuisance. As I said you need to pool in people to make your cause more effective. You can send this representation through post. And I am sure the needful would be done.

All this may take considerable time and some amount of money. Since we need to live in this society we have to care for it and work for it.

Look. Hawkers are not thieves and they are poor people who do not have any support from the bank or the govermnet to open a proper shop. They are hardworkers and are kept like that by big loan sharks and money lenders whose origin is some private banks run by powerful ministers, politicians and financiers. You can not confront the powerful and just close your eyes and keep going as long as it is not anti-social or a terror plot. They also have the right to live as much as you and me do.

post ur complaint to the higher level people and if u afraid that they dont take actions then send the same to our loved president chacha or tataji
