I think it is so when they are talking to you they are making sure that you are listening when you are not and they are checking to see if you feel the same way they do about what they are saying. Yeah its dumb but thats america for you. OTHER THAN THAT I HAVE NO DAMN CLUE YA KNW

The phrase is to confirm that you and they are on the same page. The reply (if you don't know what they mean) is, "NO, I don't know what you mean...what do you mean?"
