Get really nice hair and get photos taken professionally and send them to a modeling agency and go from there.

It actually depends on what you are willing to have done with your hair to be a hair model. Some models are required to grow their hair to a certain length and then submit to what the stylist wants to do. To see an example of what hair models do, you can visit www.italianhairfashion.com and go to the step by step area or the archive area. That shows exactly what most professional hair models have to do. Also, what you can do is go to some of the more upscale salons and talk to their stylists. They may know how to get into that alot more than modeling agencies would.
