-pig in the middle
-freeze tag (going under the water and under there arms)
-dive to get the pucks off the bottom (diving for treasure)
-tea party (kids like to sit on the bottom and pretend to have a table down there), depending on their swiiming skills or fear of water
-believe it or not their favorite game sounds so boring to me, but it is a favorite.. 'the food game' they all stand on the edge and you say 'pizza' whoever likes pizza jumps in and then gets out. If they don't like it they stay on the edge... list 20 foods and they still want more of that game... I don't know why
-ring around the rosie, ends up with a big splash

If your going with a theme for the party like dora or elmo you can print off or copy pictures of all the character faces from that show, otherwise you can just use clown pictures. Then you cut out the different parts of the faces like the eyes, noses, ears, hair, whatever. Then you mix all the pieces up in the middle and let the kids build their own cartoon characters. This was a huge hit at a birthday party I took my daughter too. The kids couldn't stop explaining their faces and whose part was whose and wasn't it funny that this eye and that eye were on the same person.

Get some silly string(out of a can) and have "wild western Quick draws" or another favorite could be "No Hands Cupcake Eating"
Kids just love to get messy! Just keep 'em all at the plastic covered table so that the next event doesnt get all over the house. The Final-Final should be- and I'm following a western theme it seems(didnt mean to) some Texas Hold'em - or something easy like that and winner gets a "shot" of whip cream out of the can! (or a whopping spoonful if you make it yourself!) After it's all done, hose 'em off and send them right back in the pool.
Kids are great!

for my three year olds party i done pass the parcel but between the layers i put little gift so the other kids didnt feel left out and i made sure i was watching so that everyone got a turn i also played pin the nose on the clown a lot easier for three year olds to do then pin the tail on the donkey so try it it could be fun

At a little kid's party I went to, they had the kids fill up a balloon by themselves with flour using a spoon. When they were done, they were tied off and used as stress balls. Try aiming more for crafts than games to avoid crying or competition.

For my daughters 4th birthday we did a beach party. Sand art at the tables. Filled a big bucket with sand and had the kids take turns digging for hidden treasures inside(small trinkets) Filled a pan with water and the kids took turns getting marbles with their toes. The entire party we played a beach sound CD. For party gifts we gave away Kites. It was one party she still talks about.

Also, please, if you can accommodate those 3-4 y.o. little tykes to stand, STOP DANCE! It will be very very very fun to watch those kids dance and then be like statues as the music stops at random.
You can also try those mentioned above, especially those non-competitive games.

for my daugthers 5th birthday she loved hitting a piniata, and pin the tail on the donkey, i know that may seem old style but her and her friends just loved it
