The best one I know about is Mark Harden's Artchive. You'll have to put up with the pop-up banners but it is well worth it. Below is the direct link to the site. Just about every well-known artist is listed there with many samples of their works. You can even buy prints of your favorite paintings.

There are 3rd party plugins for photoshop that allow you to run painterly effect filters...but PERSONALLY, I would paint it using the image as a reference....OR use it in a powerful painting program like Painter X (not free but incredible)! or the free ArtRage (very cool)....
