I've had the fish a long time, nearly as long as the cats. It has never been a problem before, but this week one of the cats knocked over the fish bowl shattering it. I save the fish but now they try to get it where ever I put it.

Now that they know they can get at the fish, the only solution is to put it in a room and shut the door, no cats allowed in the room. It can be tough, but that's really the only thing you can do, cats are made to figure out how to get at prey, and your fish is prey.

The best way is to put them in an aquarium with a lid. I have a funny story about cats going fishing. I was just out of high school, and living with my older sister in a trailer. She had an open aquarium on a table next to the sofa. She also had a momma cat and two little kittens who loved fishing. She kept wondering why her fish kept dying of some mysterious ailment that left their fins shredded up. Well, one day I found out the answer when I heard a splash, and found both kittens swimming in the aquarium! I pulled them out and while I stood there holding two soaking wet kittens, my sister walked in the door and accused me of trying to drown her kittens. She never did believe me that they were swimming and I pulled them out.

Get a rooom just for the fish where the cat can't go. When I say just for the fish, that meens any room where the cats can't go. It's destined to work

You might try suspending your friend's new home from a part of the ceiling that the cats can't get to. Lots of ways to make a fish-hammock - onion skin bags, or any loose weave of netting. Good luck and I hope your beta finds a beta place in your home.

I think your monsters only realised the fish was prey after the bowl shattered.
Suspending it from the ceiling is a good idea.
Or get it a little tank - they're cheap enough.

Get a piece of screen and put it over the opening

glue the bowl to your preffered surface , and get a good lid.
