He stares at you...then that means he likes you then. Then look at him and smile and say Hi to him. Then you wouldn't be so scared to talk to him the next time.

If he really likes you then he would get over his "shyness" and speak to you. Yes, it takes time to build the courage and ask someone out but he can at least start up a decent conversation like "wow the weather is nice out "... "how are you?"...."did you do the assignment for the class?"...anything would do as long as he's engaging in a conversation. Or if you want, you could start the conversation but if he shows no interest then he's not into you.
P.S. If a guy really likes you he would speak to you first. Trust me guys love the chase and if he's really that interested he'd do ALL the work while you stay pretty ;) but at least when he smiles at you or stares, smile & stare back and give your flirty face but DON'T be too available because when you show a guy you're really into them they act stupid and become not interested. Just staring could mean nothing. At the most it could mean he is interested in you. But it is no committement. You must talk to him and know his feelings, let the relationship to advance further. Boy/girl relationships are such that you can never be sure, at any stage, one of the party may back out, without any logical reason.

I f you are in the lunchroom go and sit with him and start a conversation, if you are in class join him while walking out of the class and start a conversation. See where things go from there.
