Sounds like exzema, but it could be a detergent rash. Get some tar shampoo, for her to use as a shower/bath gel, and some Monistat,(Yes, the stuff for yeast infections), and after her bath with the tar shampoo, tell her to rub the affected areas with the monistat cream, using it like a lotion. The rash should disappear in about 2 days or less. Seriously, this really works.

Allergies are usually reddish so it is probably just a skin condition that small children get ,as they grow up the skin gets smooth .
Don't worry about it as long as it stays the same color as her other skin .vitamin-E cream might help .

how long has she had them and do they itch.

try applying an antibiotic cream or a 1% hydrocortisone cream, or using a beta-hydroxy-acid exfolian (ask the drugstore pharmacist which you should try first). if it gets worse or doesn't go away in two weeks, see a doctor.

It sounds like it could just be dry skin. Does she use body lotion? That may help.
