There are three types of dominance in colors:
1. Attraction - when place side by side with other colors, the dominant color gets the most of the attention. Red orange is a naturally dominant color but any reflective color mixed with non-reflective colors becomes dominant..
2 Coverage - when the color occupies the most area or space, it becomes the dominant color
3. Lighthing - when light is position in such a way as to highlight or enhance a particular color, say in a painting, poster, billboard, etc., special lighting to enhance white color, that highlighted color becomes dominant.

Green. Yellow, Cyan, Blue, Magenta.
Green is Scientifically the most Dominant Strong Color in the color wheel. Despite the fact, that it attracts the eye intense when Green is Solidly Saturated. Thus making it stand out in a Rainbow with OTHER pure hues.

well there are a few different ways to can take this question, im going to say that a dominant color is a color that stands out the most, that gives the over all view/feeling/or idea of the picture you are taking, painting, drawing, or sculpting, whatever you might be asking it for... its the strongest, most noticible and possibly most used one basically.

I'm a painter and I don't know about dominant colours.
I suppose you mean non-transparent colours, which cover completely your frame ? Then ochres and browns, and most yellows as well as titanium white and ivory black are good examples.
