He can do one of two things. First, go to the police station and file a police report for the lost ID and present that. Secondly, its not a widely known fact, but it is not an FAA rule that you have to present ID to check in for an airline. Individual airlines may ask for 2 forms of non-photo ID such as a birth certificate (must be original with raised seal), a current or expired passport, social security card or any other government issued photo or non-photo ID. If any of the ID's are expired, a second form must accompany it IF a current valid drivers liscense or passport is not available.

He can tell them that his wallet was stolen and he can be turned away, or just made to sweat for a few minutes. All they will do is make him a selectee, or full search. But legally, there is absolutely NO FAA RULE that says you must proove identification to fly. Doesn't sit well with me that anyone can fly under any name and not have to show anything for it. Again, its not an FAA guideline, only airline policy. We do let people check in with out ID, but we're gonna make you sweat some.

Below is a research paper someone did back in 1996 with letters from the FAA...and there have not been any updates since.

OR....he needs to get up to the DMV Friday and get a new liscense or Photo ID made. Most states will give you your ID while you wait now, others are still in the dark ages, but will give you a paper temporary ID.

He dont need a photo ID to travel within the country.
for the safe side he can report to the police and get a copy from them , which can be used at the time of departure if airline people ask.

This happened to me not long ago. I went to the airport early and had to talk with about 6 people before being allowed a boarding pass and through security. They accepted my Sam's Club card since it had a vague picture of me on the back.
