It could be a couple different things. It could be he/she needs their anal glands expressed (does he have a funky smell from his butt just because?? probably anal glands)
It could also be worms. Either way, the dog needs to see a vet, and if it is anal glands, the vet can show you how to do it at home so you dont have to go in however often to have them done.

When dogs "SCOOT" it is due to fluid in the anal glands. They can sometimes "express" it on their own by scooting across the floor or the ground. You would know if he is expressing it on his own...it would smell like a dog fart, only worse with fluid. This is really uncomfortable for a dog and you need to get him to the vet and have this done. This is a routine thing that happens mainly to smaller dogs. For some reason larger dogs; shepherds, etc.. don't need this. It is totally natural for this to happen and generally people who take their dogs to the vet for a ck up and a nail trim also get the anal glands expressed. They are two small sacks just inside the rectum that can sometimes fill with fluid and get sort of "clogged". When this happens dogs SCOOT.

Scooting – the conscious rubbing or dragging of the animals rear end on the ground.
Scooting usually occurs as a result of irritation around the rear end, mostly in dogs and rarely in cats. This irritation can result from many causes, the most common being anal sac disease, which is discussed further below.
Other causes include:
vulvar inflammation (in females) - some females have vulva's that are almost covered by the surrounding folds thus trapping moisture and allowing infection to start more easily,
scrotal inflammation (in males) - trauma and infection are only 2 of the possible causes here,
rectal inflammation (i.e. from diarrhea or hard stools – or even just extra moisture being passed with normal stools. Intestinal parasites are just one potential cause in this category, although they are commonly associated with scooting by pet owners), trauma or irritants can also cause rectal inflammation.

If a female, she may be in heat - or have some sort of anal irritation, such as that caused by worms, which she is trying to relieve by dragging along your carpet - scooting.
If a male, again, worms or another anal irritation. The dog's food may not be appropriate and be causing inflammation - are you feeding an approved food, or giving treats?
Check with your vet, who should be able to give you a more exact answer based on seeing the animal.

Maybe have worms or has problems with the anal glands in it`s rectum. May need to take your dog to the vet. The glands have to be expressed, and this will tell you about it. It is for all dogs, not just bull dogs.

this can sometimes have something to do with the glands being swollen or full of stuff.. if you are not confident about squeezing this out yourself a trip to the vet is in order. They can check your dog

maybee hes just unsettle, my dog broke her ACL, and she does that a lot to, but maybee it also needs to go to the bathroom.
