I'm answering because I asked myself this question a few days ago and found an answer, or maybe part of an answer, depending on the details of your question.
I found what is called "Twelve Keys". It will take ANY recording, mp3, wav file, CD in the CD player, or whatever, and analyze the entire tune for frequencies. It will lay them down on tracks that are parallel and above a keyboard, but all of it is on your computer screen. You can slow the music down to a crawl without changing the frequency and tap out the tune on screen as you listen to try and match the notes. You can lower the sensitivity, and the louder tones are color coded. This is the perfect tool for transcribing stuff you hear that you want to play along with. I play trumpet, and it's fun to try and play along with some of the easier stuff from famous players and bands, but some of it needs to be written out. Figuring out something that moves fast and is written in an oddball key with 4 sharps or whatever can be really tough. This software makes it simple.
You can get it on download.com. It's totally free, and put out by a large software company as a token gift to demonstrate their products. I scanned it for malware of all types and it comes out clean. They've got more stuff that does cost alot but 12keys is free with no strings attached, no cost, no registration, no nag screens, and no limits, and no hidden weird software gumming windows xp (like some 'free' software).
NOW, if I totally misunderstood, and you are looking for software that will help you actually lay the notes down on paper in a neat fashion like a word processor, then, that is a different answer. Not a free answer, just a different answer.
The answer to that one is "Personal Composer", and as far as I know, it's the only software of it's kind. (far as I know. I have not investigated it deeply). It's about 70 bucks if I remember correctly, but it's a fabulous tool. If you can't find something for free, then, this may be the only option if you are looking for something that will help you write it out. You'll have to order it from their web page, but it's an easy thing to google and find.
These two programs running simultaneously will let you write out your own stuff or transcribe in a fraction of the time that it takes if you are listening over and over, picking through it on your instrument of choice, and then, picking up the pencil and putting down notes on scales.

You can use a program called guitar pro although it's not free it can write sheet music and tabs and it also has a choice of instruments so you can hear what you've wrote

try using lime wire and do a search for a specific program if you know the name alot of times you can get a keygen or crack for that....but be careful sometimes you get a trogan/worm from files on limewire......make sure you AV software is up to date....
