Most of all of the answers before mine are mostly correct. His chest & stomach areas are covered most of the time, therefore these areas aren't accustomed to the harshness caused be the defoliation aka loss of hair (due to shaving).
What can he do to soothe the irritation? Cocoa butter may help.
What can he do to prevent it from happening again? Don't do it again.
Most guys want clean bodies because it makes their bodies more appealing, especially bodies that are muscular. If he's insistant on shaving, he should try using pivoting twin blades razors with lubristrips, and immediately take a shower using a cocoa butter or oatmeal soap to moisten and soothe his body.
Wait a few days before applying harsh products, i.e. colonge or body spray, to allow the folicles to rebound from the new trauma of being shaved.

Those area's are definitely more sensitive. I never competed, but I kind of did the whole bodybuilding thing in college...so I've been in his condition. It's normal...just because it's more sensitive. If he does it again there's two things that might help...three really. One...use the sharpest razor he can find, get the skin really hot and lathered up really well. Two...shave it every few days or each week...before it has time to grow out too much and drive him crazy (of course...not as often as the face...otherwise he'll prolly break out) and three....if he didn't like it...just let it grow out and use beard trimmers with no guard. That's what I use now. Get's the hair almost as short as shaving...and doesn't take off a layer of skin.

because his face and head are used to being shaved and are not as sensitive,, if he thinks back and remembers the first time he shaved it probably burned and itched.

he probably shaves his face everyday or so, so he doesn't notice anymore. its just an odd sensation when the hair is growing back after shaving the first times...(remember the first time you shaved your legs or armpits?) also try usingn shaving cream, that might help

It's probably ingrown hairs, my boy did the same thing and I got him some bikini zone to use to help with the burning and made him exfoliate to prevent the ingrowns
