Does current government activity (not limited to USA) do more to encourage orbital and lunar industry, or to discourage it?

What is the level of government vs. private space industry investment? Who are the biggest players?

How do the economic/ecological advantages of space industry compare with those of earth-based activity?

It depends on what the bureaucratic obstacles are. Some rules will be needed to ensure that a standard of safety to the public and to those on the spacecraft is followed (with safety to the general public being the more important one since they won't have a choice about the risks) along with rules to keep the incompetent out.

Though I think the rules currently in place in most countries along with the government culture are probably a bit restrictive.

Space industry has the potential to be cheaper for many things but you'd need an infrastructure in orbit for that to be the case and developing that infrastructure is going to be very expensive and probably not justified right now.

Space industry does have the potential to be much more ecofriendly than Earth based industry although there is still the environmental impact of your launch vehicle I suspect that'll be low compared to the benefits you could get from moving heavy industry into space.

a balance is to be obtained b/w scientific spendings and the availability of resources for welfare of the people.
