The way to get rid of police corruption is to find the corrupt officers and have them removed from the police force and then install people who respect the community into the police force.

Hire only college-educated policemen. Compensate them adequately so that they do not need to rely on unscrupulousness to earn extra income. Finally, let them take regular psychological and psychiatric tests to see if they are mentally fit for the job.
