I haven't tried putting a header/footer in normal.dot but I don't see why this wouldn't work:
- open a new Word document
- set the margins
- click Format, cl Font to set a new font - you will see on the bottom left of the dialog window an option to make this "default" for normal.dot. If you click this, it should change the template.

I think you might find this a pain in the future. There will be times when you don't want a header/footer then you have to remove it.

I created a Word document with the margins, font, whatever, header/footer and saved this file to the filename:

0 Blank Word Document

The 0 will ensure it is at the top of the folder list for easy access. When I want a new document, I open that file, and immediately click File, Save as - then save it to a new file.

Works for me.
